A voltage dip shows up as the whole circuit dimming at once, always at the instant a big load starts. A failing driver shows up as one lamp only, becoming more frequent over time. The first is about the supply environment; the second is fixed by replacing the driver or fitting.
Mains electrical work has a clear safety boundary: the user-side job is limited to zero-risk observation (logging correlations), while inspection and replacement belong to a licensed electrician.
